The Constitution says that the federal government can print money, so what does the noble document task the States with? Drivers Licenses basically. Which is pretty far sighted of those people in the 1700s who thought that the burden of issuing drivers licenses for 200 million people would be too much of a hassle.
They can also approve zoning and land use.
